Nuovo decreto Covid – Prorogato lo stato d’emergenza. Le ultime notizie di politica dall’Italia con tutti gli aggiornamenti in tempo reale 24 ore su 24 anche sul coronavirus e le notizie dal mondo sulla pandemia.
Il Consiglio dei ministri ha prorogato al 31 gennaio 2021, con una delibera, lo stato d’emergenza per il Covid.
Con l’approvazione del decreto legge Covid viene estesa al 15 ottobre anche la validità del dpcm con le norme anti-contagio ora in vigore: le misure sarebbero scadute oggi.
Con una novità: diventa da subito effettivo l’obbligo di indossare le mascherine anche all’aperto, se si è vicini a persone non conviventi.
Entro il 15 ottobre il governo adotterà dunque un nuovo Dpcm con le regole anti contagio.
Nello specifico, l’obbligo consiste nel portare sempre con sé la mascherina e indossarla in tutti i luoghi chiusi (fanno eccezione le abitazioni private) e all’aperto se in prossimità di altre persone non conviventi.
Sono esclusi i soggetti che stanno svolgendo attività sportiva, i bambini di età inferiore ai sei anni, i soggetti con patologie o disabilità incompatibili con l’uso della mascherina, nonché coloro che per interagire con i predetti versino nella stessa incompatibilità.
Il decreto prevede inoltre che le Regioni non possano adottare norme meno restrittive di quelle del governo, salvo specifiche eccezioni concordate con il ministro della Salute.
Ai governatori resta la possibilità di adottare ordinanze più restrittive.
Nuovo decreto Covid, tutti i dettagli
Il decreto legge, che ha ricevuto il via libera dalla Camera con il sì alla risoluzione di maggioranza, nell’allungare l’orizzonte temporale delle norme al 31 gennaio 2021 alla luce della proroga dello stato di emergenza, tratteggia già alcune delle novità: la principale è appunto l’obbligo di mascherine all’aperto.
Nelle ultime bozze si parla della previsione di multe molto salate, che vanno da 400 euro a 1000 euro.
La mascherine diventano obbligatorie anche “all’aperto allorché si sia in prossimità di altre persone non conviventi”.
Vengono fatti salvi “i protocolli anti contagio previsti per specifiche attività economiche e produttive, nonché le linee guida per il consumo di cibi e bevande“.
Restano le altre norme anti contagio in vigore fin dall’inizio della pandemia.
Distanziamento fisico di almeno un metro, divieto di assembramento, rispetto delle misure igieniche a partire dal lavaggio delle mani, obbligo di stare a casa con più di 37,5 di febbre.
Ecco le altre novità previste dal decreto:
PALETTI ALLE REGIONI – Le regioni, in base al nuovo decreto legge Covid, possono adottare solo misure anti contagio più restrittive di quelle disposte dai dpcm del governo.
Possono adottarne di “ampliative”, quindi più permissive, solo nei casi in cui i dpcm espressamente lo prevedano e previo parere conforme del comitato tecnico-scientifico.
Ammesse anche eccezioni, purché siano concordate con il ministero della Salute. In ogni caso le Regioni, quando intervengono in materia di contenimento del virus, devono “informare contestualmente” la struttura ministeriale.
Altre informazioni utili
APP IMMUNI – La piattaforma unica nazionale Immuni per l’allerta dei soggetti venuti in contatto con persone positive al Covid potrà restare operativa fino al 31 dicembre 2021 (non più il 31 dicembre 2020).
Dopo quel termine tutti i dati personali dovranno essere “cancellati o resi definitivamente anonimi”.
Immuni potrà anche dialogare con altre piattaforme europee, dunque il tracciamento continuerà anche all’estero per chi viaggia in Europa.
CASSA INTEGRAZIONE – Slittano al 31 ottobre 2020 i termini entro inviare le domande di accesso ai trattamenti di cassa integrazione ordinaria, assegno ordinario e cassa integrazione in deroga collegati all’emergenza Covid-19 e di trasmissione dei dati necessari per il pagamento o per il saldo degli stessi, compresi quelli differiti in via amministrativa, originariamente in scadenza a fine luglio o agosto e già prorogati dal decreto agosto.
LAVORO E CINEMA – Con la proroga dello stato di emergenza resta anche l’incentivo allo smart working per tutti i lavori che possano applicarlo.
Resta l’obbligo di rispettare i protocolli di sicurezza definiti per la riapertura dei luoghi di lavoro, di ristoranti e locali.
Per cinema, teatri e concerti resta il limite di 200 persone per gli spettacoli al chiuso e 1000 persone per quelli all’aperto.
