Supermercati vuoti in Irlanda del Nord – Da quando il Regno Unito ha lasciato l’Unione Europea, il primo gennaio di quest’anno, le principali catene di supermercati hanno segnalato al governo britannico che in Irlanda del Nord si stanno verificando rallentamenti e interruzioni nell’approvvigionamento dei prodotti alimentari.
Ritardi del genere erano stati previsti da analisti ed esperti di logistica e scambi commerciali, ma stanno comunque facendo discutere perché il governo britannico di Boris Johnson si era impegnato a ridurre al minimo ogni disagio causato da Brexit.
Per quanto riguarda lo scambio di merci, gli accordi su Brexit prevedono che l’Irlanda del Nord continui a rispettare le regole dell’Unione Europea, e pertanto sia soggetta al nuovo iter burocratico introdotto per il trasporto di merci tra la Gran Bretagna e i vari paesi europei. Questo però ha provocato problemi nella consegna di diversi prodotti, soprattutto quelli alimentari, facendo crescere la preoccupazione per le scorte di cibo disponibili nei prossimi mesi.

In effetti gli accordi presi fra Regno Unito – di cui l’Irlanda del Nord è una regione – e Unione Europea – di cui invece l’Irlanda è uno stato membro – hanno lasciato l’Irlanda del Nord in una condizione ibrida e per certi versi più vicina all’Irlanda, dalla quale si separò nel 1921 e con cui ci furono violenti conflitti fra gli anni Sessanta e Novanta.
Per evitare la costruzione di una barriera fisica al confine con l’Irlanda, che avrebbe provocato quasi sicuramente un aumento delle tensioni, il governo britannico ha accettato di lasciare l’Irlanda del Nord dentro all’unione doganale e al mercato unico europeo, i due pilastri della legislazione che permettono un libero scambio senza dazi né controlli fra i paesi che fanno parte dell’Unione Europea.
Questo però significa che tutti i beni che arrivano dalla Gran Bretagna nell’Irlanda del Nord devono subire gli stessi controlli che verrebbero eseguiti se entrassero in un paese dell’Unione Europea. Sono procedure che richiedono una complessa burocrazia – moduli, certificazioni, permessi – che complica parecchio le operazioni di trasporto delle merci, rallentandole notevolmente.
Rallentamenti del genere rendono complesso, per i grossisti e i negozianti nordirlandesi, utilizzare le rotte commerciali esistenti con le altre regioni del Regno Unito.
Per le misure attualmente in vigore se un camion trasporta beni dalla Scozia all’Irlanda del Nord, che distano poche decine di chilometri di mare, prima di entrare in territorio nordirlandese deve esibire i documenti e i certificati resi necessari dall’accordo di Brexit ed essere sottoposto a controlli doganali.
Paradossalmente, invece, un camion che trasporta beni provenienti dall’Irlanda del Nord può tranquillamente superare il confine ed imbarcarsi su una nave a Dublino, in Irlanda, e sbarcare a Calais, in Francia, senza subire particolari controlli o il bisogno di fornire documenti speciali.
