Quando si torna a scuola? “Io voglio riaprire le scuole ma occorre considerare che a inizio gennaio avremo contemporaneamente il picco dell’influenza, la campagna delle vaccinazioni e la riapertura della scuola”.
Ci sono garanzie? La domanda, durante l’incontro tra le Regioni e il governo sulla scuola, l’ha posta, secondo quanto viene riferito, il presidente del Veneto Luca Zaia. Sulla stessa lunghezza d’onda Fulvio Bonavitacola, il vice di Vincenzo De Luca in Campania ed altri presidenti di Regione.
Preoccupa il numero dei contagi. Da qui i dubbi sulla possibilità di riaprire gli edifici scolastici il 7 gennaio. L’obiettivo comune di governo e Regioni è comunque di lavorare a delle soluzioni, magari a delle linee guida da condividere. E l’idea dei governatori è quella di ricominciare con non più del 50% in presenza.

Dunque almeno il 50% da casa (alcuni hanno proposto anche il 75%). Ci dobbiamo preparare, è stato il ragionamento del governo, poi vedremo il numero dei contagi e se ci sarà un’impennata si rivedranno i piani.
L’ala ‘rigorista’, rappresentata dai ministri Francesco Boccia e Roberto Speranza, sta lavorando al ‘dossier’, tenendo conto dei dati epidemiologici e delle varie criticità. È la responsabile della Scuola Lucia Azzolina a spingere. Gli altri esponenti dell’esecutivo, tra questi il titolare dell’Interno Luciana Lamorgese, sono d’accordo sull’importanza di rispettare la data del 7 gennaio ma con la premessa che occorre risolvere ogni nodo prima di dare il via libera incondizionato. Considerando ovviamente quale sarà la curva.
Le risorse sui trasporti ci sono, la rassicurazione che avrebbe fornito la ministra Paola De Micheli. Tra l’altro, si punta ad un allungamento della didattica scolastica fino a a fine giugno. “Occorre concertare le soluzioni con istituti e territori”, è la richiesta dell’associazione nazionale presidi. Il tema della scuola, chiuso il capitolo sul decreto legato alle misure di Natale, è diventato la priorità da affrontare per l’esecutivo. Il 7 gennaio non è lontano.
La necessità è quella di costruire una rete di protezione, studiare ogni tipo di soluzione per far sì che la ripartenza avvenga in sicurezza. Da qui l’importanza di un percorso ad hoc per il tracciamento delle Asl, di ulteriori fondi aggiuntivi per il trasporto pubblico, di orari differenziati, con l’eventualità di turni pomeridiani.
Si lavorerà ad un documento condiviso. “Oggi e’ stata una riunione di coordinamento”, ha spiegato Boccia che ha chiamato all’appello ministri e governatori. “Tutto ciò che ruota intorno va disciplinato in base alle esigenze locali”, ha sottolineato in conferenza stampa il premier Giuseppe Conte. Ieri, durante una pausa del Consiglio dei ministri, Azzolina, Boccia e De Micheli si sono incontrati per affrontare le problematiche.
“Mi hanno informato che i tavoli presso i prefetti stanno funzionando molto bene”, ha osservato il presidente del Consiglio. A quei tavoli ci sono anche i rappresentanti delle Regioni ma devono essere gli uffici scolastici a garantire sulla flessibilità.
Le Regioni chiedono una ripartenza graduale. Al massimo al 50% in presenza, non di più. Con l’invito all’esecutivo a correggere il dpcm che parla del 75%. Oppure – ma questa è una ‘exit strategy’ non condivisa da alcuni governatori – di agire attraverso deroghe.
Le Regioni possono infatti ‘stringere’, attraverso ordinanze ad hoc. Ma la maggior parte dei presidenti chiede che ci sia una linea nazionale, che non ci siano differenze a livello regionale.
