Lo scrive il Viminale in una circolare inviata ai prefetti che avrà una durata minima di 15 giorni, ma non superiore al periodo di validità del Dpcm, cioè il 3 dicembre.
“La possibilità di disporre la chiusura di strade o piazze nei centri urbani, dove si possono creare situazioni di assembramento, già precedentemente prevista dopo le ore 21 – si legge nel documento -, viene espressamente estesa all’intero arco della giornata o comunque a specifiche fasce orarie non predeterminate, sempre fatta salva la possibilità di accesso, e deflusso, agli esercizi commerciali legittimamente aperti e alle abitazioni private”.

“Qualunque sia l’area territoriale di riferimento – si legge nella circolare – l’attuale andamento epidemiologico sollecita i cittadini ad osservare comportamenti responsabili, ispirati al principio di massima cautela, come, peraltro, si rinviene nella forte raccomandazione di limitare gli spostamenti personali nell’area gialla anche nelle fasce orarie della giornata non soggette a restrizioni della mobilità”.
“Occorre sempre far uso della autocertificazione riguardo alle cause giustificative dello spostamento, sia che si tratti di spostamenti che avvengano in fasce orarie soggette a limitazioni (area gialla), sia che essi avvengano in territori soggetti a restrizioni alla mobilità per l’intera giornata (area arancione e area rossa), ricorda il Viminale nelle circolare ai prefetti, spiegando che il “modulo pubblicato in occasione del precedente Dpcm” del 24 ottobre “potrà continuare ad essere utilizzato”.
