Intervista Conte – Giuseppe Conte, presidente del Consiglio dei Ministri, parla ai microfoni del Corriere della Sera in un’intervista rilasciata nella giornata del 7 novembre. Intervista che è stata riportata interamente dalla pagina Facebook del Premier. Ecco le sue parole in merito all’emergenza Covid e alla divisione dell’Italia in zone:

Presidente Conte, le Regioni sono in rivolta e anche tanti cittadini. Il meccanismo che ha diviso l’Italia in tre fasce di rischio va rivisto?

«Sono sei mesi che l’ISS sta sperimentando, insieme alle Regioni, questo meccanismo di monitoraggio. Le Regioni lo alimentano con i dati inviati periodicamente e ne certificano i risultati attraverso i loro rappresentanti che fanno parte della cabina di regia».

I presidenti delle regioni rosse e arancioni, Fontana, Cirio, Spirlì e Musumeci, si sentono presi a schiaffi dal governo.

«Nessuno ha mai messo in discussione, prima di adesso, questo meccanismo e rifiutarlo significa portare il Paese a sbattere contro un nuovo lockdown generalizzato. I cittadini della Lombardia, del Piemonte, della Valle d’Aosta, della Calabria, non ne trarrebbero nessun beneficio. Senza contare l’ingiustizia di imporre lo stesso regime di misure che stiamo applicando alle Regioni rosse anche a cittadini che vivono in territori in condizioni meno critiche».

Il presidente Mattarella invoca unità. Non è una sconfitta per lei quella cartina di una Italia spaccata in tre?

«Unità significa solidarietà, non omogeneità. Non sono giornate felici per le aree rosse. I cittadini sono costretti a un nuovo regime molto penalizzante perché sono misure che limitano la circolazione e rischiano di deprimere tanti ristoratori, esercenti attività commerciali e operatori economici. Ma anche le aree arancioni e gialle sono sottoposte a misure restrittive, pur differentemente graduate. Non facciamo tutto questo a cuor leggero. Solo così possiamo contrastare il Covid e vincere questa battaglia. Speriamo il più presto possibile».

Salvini accusa il governo di fare scelte politiche per «punire» le giunte di centrodestra e premiare quelle di centrosinistra. La destra cerca la spallata?

«Chi ci accusa di agire sulla base di discriminazioni politiche è in malafede. Non c’è nessuna volontà di penalizzare alcune aree a discapito di altre. Non c’è alcun margine di discrezionalità politica nell’ordinanza del ministro Speranza. Le Regioni sono parte integrante di questo meccanismo».

Ci sono Regioni dove il virus va veloce, come la Campania, che si ritrovano in fascia gialla. Non tornerete indietro, anche se tanti lamentano la scarsa trasparenza e vi accusano di decidere sulla base di dati vecchi e incompleti?

«No, su questo non torniamo indietro. L’alternativa a questo sistema è chiudere ancora una volta il Paese con danni enormi per tutti. In questo caso mal comune non sarebbe mezzo gaudio, ma disastro per tutti».

L’ultimo bollettino parla di 446 morti e 37.809 casi. Perché le vostre misure non riescono a rallentare la corsa del Covid-19? E perché il governo sembra sempre alla rincorsa del virus?

«Questo treno sta correndo sempre più veloce e dobbiamo assolutamente fermarlo. È per questa ragione che abbiamo introdotto via via dei “riduttori di velocità” con i primi Dpcm. Quando si obietta che la mascherina obbligatoria all’aperto e al chiuso non ha sortito effetti, rispondo che i contagiati, i decessi, i malati in terapia intensiva senza quest’obbligo sarebbero stati molti di più».

Perché tutti questi Dpcm? Avete paura che le terapie intensive non bastino con questi numeri?

«È proprio per evitare che questo treno in corsa ci arrivi addosso e travolga i nostri servizi sanitari che siamo stati costretti a intervenire ancora. Il virus adesso corre veloce in tutto il Paese, tant’è che non ci sono Regioni verdi. Questo significa che difficilmente potremo trasportare i malati da una regione all’altra se la curva continuerà a salire in modo esponenziale. In primavera ci ha aiutato la Germania, ma adesso questo non sarebbe possibile e dunque dobbiamo assolutamente riportare la curva sotto controllo e il Paese in sicurezza».

Il governatore del Piemonte Alberto Cirio è furioso perché a Napoli le pizzerie possono restare aperte e a Torino no. Si oppone al Dpcm e la accusa di aver fatto scelte senza logica. Come risponde?

«Il monitoraggio non si ferma solo a considerare la velocità di trasmissione del contagio, ma tiene conto di ben 21 parametri che riassumono la condizione di rischio dell’intero territorio, con particolare riguardo allo stress prodotto sui servizi sanitari. Perché una regione meno sofferente dovrebbe subire le medesime restrizioni applicate a una regione più sofferente?».

Tra i governatori si è innescata una sfida, come se il giallo, l’arancio e il rosso fossero patenti di buona o cattiva amministrazione. C’è il rischio che le Regioni possano falsare i dati o trasmetterne solo una parte?

«Non oso neppure pensarlo. Significherebbe mettere scientemente a rischio la vita dei propri concittadini, con condotte penalmente rilevanti. In ogni caso i territori che oggi sono in condizioni più critiche con la cura più severa possono presto tornare in una fascia meno restrittiva».

Cambierete la composizione della cabina di regia per placare le polemiche e rendere più trasparenti le scelte?

«La Conferenza delle Regioni ha designato tre esperti a far parte della cabina di regia. Gli esiti del monitoraggio, infine, vengono condivisi anche dal Cts. In ogni caso ho voluto che nel decreto ristori bis fosse inserita una norma che contribuirà a rendere ancora più chiaro e trasparente il meccanismo di monitoraggio, in modo che la comunità scientifica e tutti i cittadini possano accedere a queste informazioni».

Sulla scuola in presenza lei aveva preso un impegno con gli italiani. Non le dispiace non essere riuscito a stare al passo degli altri Paesi europei in lockdown?

«Essere passati alla didattica a distanza in particolare per le scuole secondarie di secondo grado è stata una scelta molto dolorosa. Garantiremo comunque l’apertura dei laboratori e la presenza degli studenti con disabilità e con bisogni educativi speciali. Limiteremo questa misura allo stretto necessario».

Che Natale sarà?

«Non immagino feste natalizie con baci e abbracci, cenoni e tombolate. Spero ci guadagneremo un po’ di serenità e che l’economia potrà marciare a pieno regime».

Se altre Regioni dovessero entrare in zona arancione o rossa, i soldi basteranno per tutti?

«Nel nuovo decreto ristoro abbiamo inserito un fondo apposito, proprio per erogare nuove risorse da destinare a Regioni che dovessero peggiorare il proprio livello di rischio. Abbiamo elevato gli indennizzi perché ci siamo resi conto che quelli erogati per il lockdown di primavera non sono stati sufficienti. Abbiamo anche allargato la platea dei beneficiari a ulteriori attività economiche».

La rimodulazione dell’Iva non è più possibile?

«Un taglio netto in questa fase è una strada difficile da percorrere, anche in virtù dei costi elevati che graverebbero sulle casse dello Stato».

Come spiega il calo nei sondaggi? Gli italiani sono delusi per come ha gestito la seconda ondata?

«Siamo seri, l’unica cosa che mi interessa è il calo della curva epidemiologica, il calo dei ricoveri negli ospedali e nelle terapie intensive. Non si governa una pandemia guardando i sondaggi».
