Nuovo Dpcm – “L’evoluzione dell’epidemia risulta molto preoccupante. Il quadro epidemiologico nazionale e europeo appare particolarmente critico”. “Il quadro epidemiologico si avvia verso lo scenario di tipo con 4 con riferimento ad alcune regioni che già nel breve periodo accusano il rischio di tenuta dei servizi sanitari”, dice il premier. Il quadro epidemiologico “si conferma grave su tutto il territorio nazionale, con specifiche criticità in molte regioni e province autonome: nell’ultima settimana di monitoraggio, undici regioni e province autonome sono classificate a rischio elevato o molto elevato, altre 8 a rischio moderato con la possibilità di arrivare a rischio elevato nel prossimo mese. L’indice Rt nazionale si colloca a 1,7, con un indice prossimo all’1,5 in poche regioni. In alcune regioni il dato è superiore alla media nazionale”, illustra Conte.
Nuovo Dpcm, Conte parla alla Camera
“Esiste un’alta probabilità che 15 regioni superano le soglie critiche di terapia intensiva e di area medica nel prossimo mese. Il quadro non tiene conto degli effetti delle misure introdotte con il Dpcm del 24 ottobre -precisa il premier- e non tiene conto del loro impatto sulla curva di crescita. Questi effetti possono verificarsi e possono essere constatati solo dal 14esimo giorno dall’imposizione delle misure. Non ci sono evidenze scientifiche che ci consentano di prevedere l’impatto di queste misure”.
“La strategia va modulata in base alle differenti criticità individuate nei territori”, spiega Conte. “Riteniamo necessario assumere decisioni orientate ai principi di proporzionalità e adeguatezza che contemplino interventi restrittivi modulati e differenziati sulla base del livello di rischio concretamente rilevato nei territori”, prosegue. “Sarà necessario introdurre un regime differenziato, basato su diversi scenari regionali”.
“L’interlocuzione con il Parlamento e il pieno coinvolgimento di tutte le forze politiche qui rappresentate costituiscono passaggi fondamentali”, dice Conte, facendo riferimento alla necessità di assumere “decisioni con la massima speditezza”, vista l’evoluzione della curva del contagio. Gli ultimi dati del report dell’Iss hanno “costretto a prefigurare un nuovo corpus di misure restrittive da adottare prima di mercoledì 4 novembre“, data indicata inizialmente per le comunicazioni al Parlamento.
“Ascolterò con la massima attenzione le diverse posizioni che emergeranno dal dibattito e preannuncio la disponibilità ad accogliere osservazioni e rilievi che saranno contenute nelle risoluzioni. Ai leader delle forze di opposizione ho prefigurato la possibilità di costituire un tavolo di confronto con il governo per fornire alle stesse forze una piena e costante informazione sullo stato della pandemia. Al momento questa proposta è stata rifiutata -afferma ancora-. Se ci fossero ripensamenti, la proposta rimane immutata e non sottende ad una confusione di ruoli. Il governo è sempre stato e rimarrà consapevole delle proprie responsabilità di fronte al paese delle decisioni che ha assunto e che assumerà per mettere in salvezza la nazione”.
“In questo momento non stiamo subendo una insostenibile pressione sui reparti di terapia intensiva, piuttosto registriamo un crescente e preoccupante nei restanti reparti, con particolare riguardo alle terapie subintensive e all’area medica in generale”.
