Zona Bianca dal 15 gennaio – Dopo l’Epifania i divieti e le limitazioni continuano ma spunta una nuovo colore: la zona bianca. Le ultime notizie dalla politica tutte le ultime news sul coronavirus aggiornate in tempo reale dal mondo e dall’italia.
La Befana non sarà per gli italiani il giorno della liberazione da divieti e restrizioni. Il 9 e 10 gennaio tutto il Paese potrebbe tornare in fascia arancione, come nei giorni feriali del periodo natalizio.
Al termine di una lunga giornata scandita da riunioni politiche e tecniche il governo decide di varare nuove misure per contenere i contagi da Covid-19. E lavora al calendario delle nuove chiusure dal 7 al 15 gennaio: alla mezzanotte dell’Epifania scadrà il Decreto Natale e servirà un provvedimento-ponte, un’ordinanza del ministro della Salute.
Roberto Speranza lancia l’allarme: «La terza ondata arriverà e bisogna organizzarsi». La curva epidemiologica in salita e l’Rt che in alcune regioni continua a crescere, convincono anche che sia opportuno modificare subito i parametri per la definizione delle fasce gialle, arancioni e rosse.
Con il via libera del Cts, si abbassa dunque la soglia che fa entrare le regioni nelle aree di rischio che impongono il blocco degli spostamenti e la chiusura dei locali pubblici.
Con una ulteriore novità: dal 15 gennaio sarà probabilmente introdotta una «zona bianca» che consentirà di far ripartire tutte le attività, palestre, cinema e teatri compresi.
È stato il ministro Dario Franceschini a proporre questo cambiamento «per dare una nuova speranza ai cittadini», trovando subito l’appoggio del titolare della Giustizia Alfonso Bonafede, anche lui esponente dell’ala rigorista ma comunque d’accordo sulla necessità di «guardare alle ripartenze almeno dove è possibile».
I confini
Tra le misure che si stanno valutando c’è la proroga del divieto di spostamento tra le regioni anche se si trovano in fascia gialla. Per questa misura, che limita le libertà costituzionali, serve un decreto legge e il governo ha deciso di confrontarsi con i presidenti di Regione. «Fondamentale è mantenere il rigore», ribadiscono i ministri Roberto Speranza e Francesco Boccia.
Parenti e amici
Il governo potrebbe lasciare la possibilità a due persone di effettuare visite a parenti e amici. La regola sarebbe uguale a quella applicata durante le festività natalizie: solo una visita al giorno, sempre entro i limiti del coprifuoco e con la possibilità di portare con sé i figli minori di 14 anni.
Il coprifuoco
Alcuni scienziati hanno proposto al governo di valutare l’anticipo del coprifuoco dalle 22 alle 20. Ma anche i ministri della «linea dura» pensano che questa misura non influirebbe in maniera determinante sul controllo dei contagi. Pare scontato che si confermerà il divieto di uscire dalla propria abitazione dalle 22 alle 5, a meno di «comprovate esigenze», vale a dire motivi di lavoro, urgenza e salute.
L’Rt a 1 e 1,25
La paura di una terza ondata ha convinto scienziati e governo a irrigidire gli indicatori, come richiesto dai presidenti delle Regioni per intervenire in quelle aree dove il numero dei contagi continua a salire. E così entreranno in zona arancione le regioni che hanno un Rt pari a 1 (attualmente è 1,25) e in rosso quelle che sono a 1,25 (adesso è 1,50). Il Cts coordinato da Agostino Miozzo si è riunito d’urgenza e ha validato i criteri.
Zona bianca dal 15 gennaio, cosa prevede la quarta fascia di rischio
L’idea che può cambiare il quadro di chiusure e riaperture l’ha lanciata Dario Franceschini dopo aver ascoltato gli scienziati.
Il ministro della Cultura ha proposto la creazione di una quarta fascia di rischio, una «zona bianca» nella quale entrerebbero le regioni con gli indicatori migliori. E dove si potrebbero riaprire i luoghi della cultura, come musei, teatri, sale da concerto e cinema. I bar e i ristoranti lavorerebbero senza limiti di orario e anche piscine e palestre tornerebbero a funzionare a pieno ritmo. Sempre però mantenendo le regole base di contenimento, come mascherina obbligatoria, distanziamento e divieto di assembramento. Il capo delegazione del Pd ha parlato di «ultimo gradino prima del ritorno alla normalità» e l’ha spiegata così: «Poiché la zona gialla ha limiti enormi, a cominciare dal coprifuoco, facciamo una zona bianca, nella quale si accede sotto un certo indice Rt di trasmissione dei contagi».
La proposta ha convinto Conte e i ministri e dovrebbe essere tradotta in norma di legge già nel prossimo Dpcm, a cui gli uffici legislativi di Palazzo Chigi dovranno lavorare prima del 15 gennaio.
Il 7 e l’8 gennaio
Sono gli unici due giorni in cui tutta Italia potrebbe essere gialla. Una decisione ancora da prendere, ma che verrebbe assunta anche per consentire la riapertura delle scuole con il ritorno in presenza, sia pure al 50%, degli studenti delle superiori. Il Pd teme nuovi focolai e frena, maGiuseppe Conte sostiene la battaglia per la riapertura dei licei, portata avanti dalla ministra Lucia Azzolina del M5S. Anche gli scienziati sono preoccupati, pensano che il ritorno sui banchi possa favorire un ulteriore aumento dei contagi e così potrebbero essere i governatori a firmare ordinanze più restrittive. E l’8 gennaio arriverà il monitoraggio settimanale, che fornirà i dati in base ai quali il ministro Speranza firmerà l’ordinanza per assegnare a ogni regione la fascia di rischio.
