Proroga stato d’emergenza – Ultime notizie Coronavirus Italia. Il Governo sta pensando fortemente di prorogare lo stato d’emergenza per il Covid-19 fino al 31 gennaio 2021. Attualmente, lo stato di emergenza è previsto fino al 15 ottobre.
Una eventuale proroga, che al momento sembra scontata, farebbe giungere lo stato di emergenza a un anno esatto dalla prima messa in campo della misura in seguito alla pandemia. La decisione finale è attesa per la settimana prossima. Ma cosa comporta la proroga dello stato d’emergenza?
Nel frattempo il premier Giuseppe Conte annuncia a Repubblica: “Andremo alle Camere per la proroga dello stato di emergenza per il Covid-19 fino al 31 gennaio 2021, ovvero a un anno esatto dalla prima messa in campo della misura in seguito alla pandemia”

Che cosa comporta lo stato d’emergenza? L’edizione online del Corriere della Sera riporta cosa comporterebbe la proroga punto per punto. Ecco quanto riportato dall’articolo del Corriere:
I dpcm
L’attuale situazione, che il governo chiede di prorogare, consente di agire in deroga su numerosi aspetti della vita pubblica grazie all’emanazione di Dpcm (i decreti della presidenza del Consiglio dei ministri) e ordinanze del ministro per la Salute. I decreti del presidente del Consiglio, i Dpcm, non possono essere emanati se non in stato di emergenza.
Lo smart working
Lo stato d’emergenza consente, sia ai dipendenti pubblici sia a quelli privati, di ricorrere allo smart working. Quando si tornerà alla situazione ordinaria, le norme che lo regolano dovranno essere riviste. La scelta di far lavorare i dipendenti da casa si è resa obbligatoria nel momento di massima criticità della pandemia per limitare i contatti tra le persone, garantire il distanziamento sociale e limitare i contagi da Covid-19. Questa strategia era stata ribadita anche nella relazione finale della commissione Colao e dai protocolli dell’Inail per la sicurezza.
Il ruolo delle Regioni
In stato d’emergenza, le Regioni possono continuare a firmare ordinanze, ma devono consegnare le linee guida al governo: è dunque in funzione la «cabina di regia» alla quale partecipano i governatori proprio per seguire una linea comunque, sia pur differenziata a seconda dell’andamento della curva epidemiologica nelle diverse aree.
Il monitoraggio
Durante lo stato d’emergenza, continuerà il monitoraggio settimanale effettuato dal ministero della Salute sulla base dei dati forniti dalle Regioni. Il monitoraggio, che viene reso noto, di norma, ogni venerdì, consente di monitorare la situazione dell’epidemia in Italia sulla base di 21 indicatori; calcola l’indice di trasmissione del coronavirus — l’Rt — sulla base del numero dei nuovi contagi; e analizza la tenuta delle strutture sanitarie e in modo particolare i posti liberi nei reparti Covid e quelli delle terapie intensive. Il monitoraggio consente anche di gestire i focolai e di modulare le aperture e le chiusure di alcune aree del Paese. E serve a prendere misure particolari in quelle zone, prime fra tutte quelle della movida, dove più alto è il rischio che si possa avere un aumento dei casi positivi.
Le restrizioni sui viaggi
Lo stato d’emergenza consente anche di prendere provvedimenti in grado di restringere l’ingresso nel Paese da parte di cittadini di altri Stati.
