Crisi governo – Il presidente della Repubblica Sergio Mattarella ha pronunciato un lungo discorso dopo il colloquio con il presidente della Camera Fico, alla fine del suo mandato esplorativo: “Ringrazio Fico, dalle consultazioni era emersa come unica possibilità di governo a base politica quella della maggioranza che sosteneva il governo precedente”.
“La verifica ha dato esito negativo, vi sono due strade, dare immediatamente vita ad un nuovo governo adeguato a fronteggiare le gravi emergenze presenti, ovvero quella di immediate elezioni anticipate, questa seconda strada va valutata, di fronte a queste ipotesi ho il dovere di porre in evidenza alcune circostanze. Ho il dovere di sottolineare come il lungo periodo di campagna elettorale e la riduzione della campagna di governo sarebbe in un momento cruciale, dal punto di vista sanitario i prossimi mesi saranno fondamentali per la lotta al virus”.

“Serve un governo in grado di esercitare le sue funzioni e non in campagna elettorale, lo stesso vale per la campagna di vaccinazione, su versante sociale verrà meno il blocco dei licenziamenti e serviranno provvedimenti importanti. Entro aprile va presentato alla commissione europea il piano di utilizzo dei fondi ed è fortemente auspicabile che avvenga prima della data di scadenza, prima si presenta il piano e più tempo si ha per il confronto con la commissione. Occorrerà utilizzarli per non perderli. Non possiamo permetterci di mancare questa occasione fondamentale”.
“Dal giorno in cui si sciolgono le camere al giorno delle elezioni sono necessari 60 giorni, poi 20 per proclamare gli eletti, poi i presidenti delle camere e poi il governo, dallo scioglimento delle camere del 2013 sono trascorsi 4 mesi, nel 2018 sono trascorsi 5 mesi. Si tratterebbe di tenere un governo senza piene funzioni in mesi cruciali. Tutte queste preoccupazioni sono ben presenti ai nostri concittadini che chiedono risposte rapide”.
“Ci troviamo nel pieno della pandemia, il contagio è diffuso e allarmante, le elezioni non consistono solo nel giorno in cui ci si reca a votare. La successiva campagna elettorale richiede incontri, assemblee, comizi, impossibili con il distanziamento. Negli altri paesi dove si è votato si è verificato un grave aumento dei contagi. Avverto il dovere di rivolgere un appello a tutte le forze politiche in parlamento perché conferiscano la fiducia a un governo di alto profilo, che non debba identificarsi in alcuna forza politica, conto di incaricare presto un governo”.
Dopo il discorso avvenuto al Quirinale, il presidente Mattarella ha convocato per domani mattina Mario Draghi per formare con lui un governo tecnico per l’Italia.
