Quando si torna a scuola in Campania? E’ questa la domanda che molti genitori di alunni delle scuole di tutta la Campania si stanno ponendo in queste ore. Le ultime notizie in merito ai vari DPCM, le varie ordinanze regionali del presidente De Luca, di certo non aiutano a rendere la situazione chiara dal punto di vista normativo.

Tra didattica a distanza, ipotesi di turni scolastici al pomeriggio, la cosa certa in Campania al momento è una sola: fatta eccezione per la scuola dell’infanzia, la didattica in presenza è sospesa dal 16 ottobre. Ma fino a quando?

Ebbene l’ordinanza di Vincenzo De Luca in tal senso parla chiaro: “nelle scuole primarie e secondarie sono sospese le attività didattiche ed educative in presenza, le riunioni in presenza degli organi collegiali, nonché quelle per l’elezione degli stessi. Con decorrenza dal 16 ottobre 2020 e fino al 30 ottobre 2020“

Quindi, fino a nuova ordinanza, al momento le scuole in Campania riapriranno alla didattica in presenza il 3 novembre 2020. Sicuramente l’andamento dei contagi in Campania potrà influenzare o meno un possibile prolungamento di questa ordinanza.

AGGIORNAMENTO 1 APRILE 2021 (NAZIONALE)

Come riportato nell’ultimo DPCM del Governo Draghi, dal 7 aprile, in tutta Italia riapriranno alcune scuole. Anche in zona rossa, infatti, gli alunni, dall’asilo fino alla prima media, torneranno alla didattica in presenza e, dunque, in classe.

Tale decisione vale, almeno per il momento e salvo futuri aggiornamenti, anche per la Regione Campania.

AGGIORNAMENTO 22 GENNAIO 2021 – QUANDO SI TORNA A SCUOLA IN CAMPANIA?

Entro il 1° febbraio 2021 gli studenti  delle scuole medie e delle scuole superiori della Campania  rientreranno in classe, nella percentuale che stabilirà la Regione  Campania,  comunque compresa tra il 50 e il 75% così come previsto dal Dpcm del 16 gennaio.

Questo è quanto stabilisce una pronuncia della quinta sezione del Tar della Campania, presidente Maria Abruzzese, che accoglie il ricorso presentato da alcuni genitori contro le ordinanze  del presidente della Regione Campania Vincenzo De Luca che hanno comportato lo stop delle attività didattiche in presenza.

La Regione Campania, hanno osservato i giudici amministrativi nel provvedimento d’urgenza, dovrà “conformarsi a quanto prescritto nel citato Dpcm per le scuole secondarie superiori, previa ricognizione degli atti attuativi e proattivi necessari a rendere effettiva la didattica in presenza nei limiti quantitativi, minimi e massimi, prescritti”.

La percentuale di studenti che effettueranno la didattica in presenza va allineata alle indicazioni del Dpcm, secondo cui l’attività  in presenza alle superiori va garantita “almeno al 50 per cento e fino a un massimo del 75 per cento della popolazione studentesca”.

Come riportato da Orizzonte Scuola, dunque, “Entro il primo febbraio” sarà la risposta da dare alla domanda “Quando si torna a scuola in Campania?”

AGGIORNAMENTO 4 GENNAIO 2021

“L’Unità di Crisi della regione Campania si è riunita per un’analisi dettagliata dei dati epidemiologici in relazione alla possibilità di un ritorno in presenza a scuola al termine delle vacanze natalizie. Sulla base di tale analisi e della relazione che confluirà in un’ordinanza entro la mattinata di domani, è stato deciso che le scuole in Campania riapriranno lunedì 11 gennaio 2020. In tale data potranno tornare in classe gli alunni della scuola dell’infanzia e delle prime due classi della scuola primaria, esattamente com’era prima della chiusura delle scuole per la pausa natalizia“.

“A partire dal 18 gennaio sarà valutata dal punto di vista epidemiologico generale, la possibilità del ritorno in presenza per l’intera scuola primaria, e successivamente, dal 25 gennaio, per la secondaria di primo e secondo grado“.

AGGIORNAMENTO 28 DICEMBRE 2020

«Il 7 gennaio riprenderemo con le prime e le seconde elementari, poi valuteremo la curva dei contagi, ricominceremo lo screening degli alunni e avvieremo una riapertura graduale». Così Lucia Fortini, assessore all’istruzione della Regione Campania, traccia all’Ansa la road map per il rientro a scuola a inizio 2021, che prevede piccoli passi scaglionati che saranno analizzati dall’Unità di crisi regionale prima di essere attuati. «È un percorso condiviso – spiega Fortini – anche con le parti sociali e infatti mercoledì ho una riunione con i sindacati per fare il punto prima della riunione con l’Unità di crisi nei primi gironi dell’anno nuovo. Porterò un mio percorso che prevede dall’11 gennaio la riapertura di tutte le classi della scuola primaria, poi dal lunedì successivo, il 18 gennaio, tutte e tre le classi della secondaria di primo grado e dal lunedì 25 la secondaria di secondo grado».

AGGIORNAMENTO 23 NOVEMBRE 2020

La Regione Campania ha emesso questo comunicato nella giornata del 23 novembre 2020:

“L’Unità di Crisi si è riunita per esaminare i risultati dello screening a campione, su base volontaria, relativo alla popolazione scolastica”.

“Sulla base della percentuale dei positivi riscontrati e della curva dei contagi rilevata nella scorsa settimana a livello regionale con riferimento alle fasce d’età interessate (0-6 anni), è stato deciso che a partire da mercoledì 25 novembre 2020 è consentito il ritorno a scuola in presenza per i servizi educativi e la scuola dell’infanzia, nonché per la prima classe della scuola primaria”.

“Fatta salva l’adozione di misure restrittive da parte dei Comuni in relazione all’andamento epidemiologico nel singolo contesto territoriale”.

“Alle ore 16 di oggi sono stati effettuati 10.590 test antigenici nell’ambito dello screening volontario. I test risultati positivi e per i quali viene effettuato l’esame del tampone molecolare, sono 35 (per una percentuale dello 0,33%)”.

AGGIORNAMENTO 16 NOVEMBRE 2020

Il governatore campano, Vincenzo De Luca, ha firmato ieri, 15 novembre 2020, l’ordinanza numero 90 in tema di scuola i cui contenuti erano già stati anticipati. Con decorrenza dal 16 novembre e fino al 23 novembre 2020, “restano sospese le attività educative in presenza dei servizi educativi e della scuola dell’infanzia (sistema integrato di educazione e di istruzione 0-6 anni) nonché l’attività didattica in presenza delle prime classi della scuola primaria”.

In vista della ripresa di tali attività a far data dal 24 novembre “è dato mandato alle Asl territorialmente competenti di assicurare, dal 16 novembre, l’effettuazione di screening, attraverso somministrazione di tamponi antigenici, su base volontaria, al personale, docente e non docente delle classi interessate, nonché agli alunni e relativi familiari conviventi”.

Con decorrenza dal 16 novembre e fino al 29 novembre restano sospese le attività didattiche in presenza delle classi della scuola primaria diverse dalle prime, nonché quelle delle prime classi della scuola secondaria di primo grado e le attività dei laboratori.

Le Asl – con il supporto dell’Istituto Zooprofilattico Sperimentale del Mezzogiorno – organizzeranno, a partire dal 24 novembre, screening, attraverso somministrazione di tamponi antigenici, su base volontaria, al personale docente e non docente agli alunni interessati e relativi familiari conviventi, in vista della ripresa delle attività in presenza a far data dal 30 novembre compatibilmente con il quadro epidemiologico rilevato sul territorio.

Restano comunque consentite in presenza le attività destinate agli alunni con bisogni educativi speciali e/o con disabilità. Le aziende di trasporto pubblico locale dovranno modulare l’erogazione dei servizi minimi essenziali in modo da evitare il sovraffollamento dei mezzi di trasporto nelle fasce orarie della giornata in cui si registra la maggiore presenza di utenti.
