Siamo tutti reclusi in questo anno di pandemia, ma c’è chi è più prigioniero di altri, più esposto a rischi e più abbandonato di tutti.
Ed è pensando a questo che la senatrice a vita Liliana Segre firma una interrogazione al presidente del Consiglio dei ministri e al ministro della Giustizia per chiedere che i carcerati vengano inseriti fra le categorie da vaccinare con priorità contro il Covid.
La senatrice è da sempre molto sensibile a questo tema e nelle sue frequenti visite al carcere milanese di San Vittore ha sempre ricordato con riconoscenza come i detenuti furono gli unici che salutarono gli ebrei che venivano avviati ai treni per Auschwitz, nella Milano indifferente alla sorte di tante persone innocenti, fra le quali c’erano anche Segre, 13 enne, e suo padre Alberto.
Liliana Segre, le parole sul vaccino ai detenuti
Segre ha notato che il vaccino verrà somministrato in via preventiva al “personale medico e infermieristico, alle persone di età superiore a sessant’anni, ai malati cronici e affetti da più patologie, ad insegnanti e forze di polizia e comunque a quanti vivano o lavorano in condizioni in cui è impossibile assicurare il distanziamento sociale” ma sottolinea che “appare altresì necessario comprendere anche le persone affette da fragilità o comunque in condizioni tali da comportare un’elevata complessità assistenziale, nonché beneficiarie dell’amministrazione di sostegno”.
E ricorda che “nelle circa 200 carceri italiane vivono e lavorano oltre 100.000 persone, oltre a detenuti e detenute, anche operatori di polizia penitenziaria, personale socio-sanitario, amministrativo e di direzione”.
Nell’interrogazione Segre assieme ai senatori Loredana De Petris e Gianni Marilotti evidenzia che secondo i “dati forniti dal ministero della Giustizia e ripresi dal Garante nazionale dei diritti delle persone private della libertà e dall’Osservatorio Carcere dell’Unione Camere Penali Italiane, risultavano a metà dicembre 2020 1.023 persone contagiate, per lo più asintomatiche, di cui solo 31 ospedalizzate. Mentre fra il personale amministrativo e gli agenti di polizia penitenziaria risultano rispettivamente 810 e 72 contagiati”.
Le conclusioni sono chiare: “Appare drammaticamente evidente come il carcere, nonostante le misure predisposte per il contenimento, sia uno dei luoghi in cui sono più alte le possibilità di contagio e diffusione, anche all’esterno, del contagio stesso” e quindi la richiesta è che anche i detenuti vengano vaccinati oltre a “personale di polizia penitenziaria, in quanto personale delle forze dell’ordine, previsione che per altro non tiene adeguato conto del fatto che lo Stato ha un preciso obbligo di garanzia nei confronti delle persone che sono affidate alla sua custodia durante tutto il periodo della detenzione negli istituti di pena”.
Oltre a chiedere se il presidente Conte e il ministro Bonafede “non ritengano urgente la predisposizione di un piano vaccinale per detenuti e personale che lavora nelle carceri”, Liliana Segre e i due collegi senatori chiedono “se non si ritiene altresì che, proprio per i rischi congeniti, l’insieme delle persone che vivono e lavorano nelle carceri debbano essere inserite sin dall’inizio fra le categorie con priorità sottoposte alla campagna di vaccinazione”.
