Nuova ordinanza comune: la decisione simultanea di Zaia, Bonaccini e Fedriga per evitare il cambio di colore. Le ultime notizie sulla politica dal Veneto, dall’Emilia-Romagna, dal Friuli Venezia Giulia e dall’Italia.
Negozi chiusi la domenica, serrata dei centri commerciali anche nei prefestivi, niente più passeggiate nei centri storici e attività sportive consentite solo in periferia.
Veneto, Friuli Venezia Giulia ed Emilia Romagna si muovono in simultanea per limitare ulteriormente la corsa del virus ed evitare di scivolare in zona arancione o rossa. Come anticipato nei giorni scorsi, i governatori Zaia, Fedriga e Bonaccini hanno firmato una nuova ordinanza comune in vigore a partire da sabato 14 novembre.
L’ordinanza ha incassato anche l’appoggio dell’esecutivo: il ministro della Salute Roberto Speranza, durante il vertice con i capi-delegazione a Palazzo Chigi, ha proposto di appoggiare “formalmente” i tre provvedimenti e si sta discutendo su come ristorare le attività danneggiate dalla stretta.
“Non è un atto d’imperio ma è anche un po’ un fallimento“, ha esordito il presidente del Veneto. Con la nuova stretta “si cerca di intercettare gli irriducibili. È un fallimento sociale perché il buonsenso non è per tutti”. L’obiettivo, ha aggiunto Fedriga, non è quello di “dare multe, ma regole condivise” per “far diminuire i contagi“.
Bonaccini chiede quindi “unità e condivisione, recuperando lo spirito comune che aveva caratterizzato la prima fase dell’emergenza sanitaria”.
Nuova ordinanza comune: negozi, centri commerciali e outlet
La novità principale delle tre ordinanze anti-assembramento riguarda la chiusura di tutti i negozi la domenica, a eccezione di farmacie, parafarmacie, generi alimentari, tabaccherie ed edicole.
Un modo per evitare che si ripetano scene come quelle dello scorso weekend, con i centri storici delle città affollati di persone intente a fare shopping.
Disposta anche la serrata nei prefestivi e festivi delle medie e grandi aree di vendita, compresi tutti i centri commerciali e gli outlet. Nei negozi e in qualsiasi esercizio di vendita potrà entrare un solo componente per nucleo familiare, fatta salva la necessità di accompagnare persone con difficoltà o minori di 14 anni.
In Veneto e Friuli, inoltre, si raccomanda di “garantire l’accesso agli esercizi commerciali nelle prime due ore del giorno agli anziani”.
“Non è che un over 65 non può andare a fare acquisti in orari diversi- ha puntualizzato Fedriga – ma cerchiamo di garantire delle fasce protette“.
Nuova ordinanza comune: mercati settimanali e non solo
Un’ulteriore restrizione rispetto alle regole fissate dal dpcm nazionale per le Regioni gialle è la chiusura dei mercati settimanali all’aperto.
Non saranno consentiti né in aree pubbliche, né private.
L’unica eccezione riguarda i Comuni in cui i sindaci abbiano consegnato ai commercianti un piano dettagliato contenente le seguenti misure minime. Perimetrazione esterna, varchi di accesso e uscita separati, sorveglianza e controllo per il rispetto delle distanze.
Bar e ristoranti
I locali restano aperti fino alle 18 – dal momento che Veneto, Emilia e Friuli sono ancora in zona gialla – ma dalle 15 alle 18 la somministrazione e consumazione potrà avvenire solo da seduti, sia all’interno che nei tavoli all’aperto.
Resta sempre vietata la consumazione in aree pubbliche, compresi i parchi, mentre la vendita con consegna a domicilio è “fortemente raccomandata“.
Attività sportiva e passeggiate
L’attività sportiva, così come quella motoria (cioè camminate e passeggiate), dovrà avvenire preferibilmente nelle aree verdi e periferiche, e comunque non si potrà fare nei centri storici delle città e nelle aree affollate, ad esempio le vie e le piazze centrali o i lungomare, rimanendo sempre distanziati.
Le ordinanze rimandano comunque ai sindaci la possibilità di fissare ulteriori specifiche limitazioni. Chi fa sport dovrà sempre mantenere la distanza di sicurezza di almeno due metri all’aperto.
Ginnastica e musica a scuola
Novità in vista anche per i bambini di elementari e medie a cui è ancora consentita la didattica in presenza. Per limitare ulteriormente le occasioni di contagio a scuola, le lezioni di ginnastica, di canto e con strumenti a fiato sono sospese. La misura è stata inserita prudenzialmente da Zaia, Bonaccini e Fedriga in attesa di ulteriori indicazioni dal Comitato tecnico scientifico nazionale.
