Un appello “per chi ha a cuore il destino dell’Italia” e un messaggio per Italia viva: “Non si cancella quanto accaduto”. Giuseppe Conte si è presentato all’Aula di Montecitorio per il primo voto di fiducia dopo lo strappo di Matteo Renzi e si è rivolto a tutte quelle forze che si trovano “nella più alta tradizione europeista: liberale, popolare, socialista“.
Discorso Conte oggi: “Io ed i cittadini non capiamo questa crisi”
Una richiesta di aiuto che nasce da quello che il premier ha definito “disagio” per una crisi nella quale “non solo i cittadini ma io stesso non trovo alcun plausibile fondamento, nel pieno della pandemia Covid e mentre da casa ci ascolta chi ha perso i propri cari“.
“Le nostre energie”, ha detto, “dovrebbero essere tutte, sempre concentrate sulla crisi del Paese. Così, agli occhi dei cittadini, appaiono dissipate in contributi polemici, spesso sterili, del tutto incomprensibili. Rischiamo così tutti di perdere contatto con la realtà. C’era davvero bisogno di aprire una crisi politica in questa fase? No”.
“Questa crisi ha provocato profondo sgomento nel Paese, rischia di produrre danni notevoli e non solo perché ha fatto salire lo spread, ma ancor più perché ha attirato l’attenzione dei media internazionali e delle cancellerie straniere. Diciamolo con franchezza, non si può cancellare quello che è accaduto“. Il Paese “merita un governo coeso, ora si volta pagina”.
“Il 13 gennaio in una conferenza stampa sono state confermate le dimissioni delle ministre di Iv. Si è aperta una crisi che deve trovare qui in questa sede il proprio chiarimento in trasparenza del confronto e linearità di azione che hanno caratterizzato il mio mandato”.
Discorso Conte oggi: “Il Mes nulla ha a che vedere con il Recovery fund”
“Nonostante ci sia stato un chiaro contributo al miglioramento della bozza originaria” del Recovery plan “c’è stata un’astensione motivata principalmente per il fatto che la bozza non contempla le risorse del Mes, che però nulla ha a che vedere con il Recovery fund“.
“Il governo, chiaramente nel rispetto delle determinazioni delle forze parlamentari, si impegnerà a promuovere una riforma elettorale proporzionale, quanto più possibile condivisa, che possa coniugare le ragioni del pluralismo con l’esigenza di assicurare stabilità al sistema politica”. Per le sfide che attendono l’Italia servono “la massima coesione possibile, il più ampio consenso in Parlamento. Servono un governo e forze parlamentari volenterose, consapevoli della delicatezza dei compiti. Capaci di sfuggire gli egoismi e l’utile personale”.
“Alle forze di maggioranza voglio preannunciare che nei prossimi giorni chiederò di completare il lavoro avviato per un patto di legislatura” e porsi “nelle condizioni di rafforzare la squadra di governo”.
“Viste le nuove sfide e anche gli impegni internazionali, non intendo mantenere la delega all’Agricoltura se non lo stretto necessario e mi avvarrò anche della facoltà di designare un’autorità delegata per l’intelligence di mia fiducia”.
Quindi si è rivolto all’Aula: “Questa alleanza può già contare su una solida base di dialogo alimentata da M5s, Pd, Leu, che sta mostrando la saldezza del suo ancoraggio e l’ampiezza del suo respiro. Sarebbe un arricchimento di questa alleanza poter acquisire contributo politico di formazioni che si collocano nella più alta tradizione europeista: liberale, popolare, socialista. Ma chiedo un appoggio limpido e trasparente”.
Discorso Conte oggi: “Chiedo aiuto per riparare il grave gesto di irresponsabilità”
E, ha continuato: “Aiutateci a rimarginare la crisi in atto. Cari cittadini, la fiducia deve essere reciproca, deve essere un qualcosa che si alimenta in maniera biunivoca. Avete offerto una risposta di grande responsabilità, state dimostrando di riporre grande fiducia nelle istituzioni. Confido che con il voto di oggi anche le istituzioni sappiano ripagare questa fiducia” riparando “il grave gesto di irresponsabilità” che ha prodotto questa crisi. “Costruiamo un governo aperto a tutti coloro che hanno a cuore il destino dell’Italia”. In questo momento “servono donne e uomini capaci di rifuggire gli egoismi, servono persone disponibili a mantenere elevate la dignità della politica, la più nobile delle arti e dei saperi se declinata nel giusto spirito che è il miglioramento della qualità della vita dei cittadini. Chi ha idee, progetti e volontà di farsi costruttore insieme a noi sappia che questo è il momento giusto”.
Il governo giallorosso è nato “sui valori della Carta e con vocazione europeista”
Il presidente del Consiglio ha esordito difendendo la nascita del governo Pd-M5s-Leu-Iv e i valori sui quali si è sviluppato il progetto di governo. “All’inizio di questa esperienza di governo, nel 2019, prefigurai un chiaro progetto politico per il Paese. Precisai che il programma non poteva risolversi in una mera elencazione di proposte eterogenee o una sterile sommatoria delle posizioni delle forze di maggioranza. Un’alleanza tra formazioni provenienti da storie, esperienze, culture di diversa estrazione e che in passato si erano confrontate con asprezza, poteva nascere solo su due discriminanti. Il convinto ancoraggio ai valori costituzionali e la solida vocazione europeista del Paese”. Ha detto Conte, non “Sin dall’inizio mi sono adoperato perché si delineasse la prospettiva di un disegno riformatore, ampio e coraggioso” per “configurare una nuova stagione riformatrice” basata sulla “sostenibilità, sulla coesione sociale e territoriale, sul pieno sviluppo della persona umana. E ancora oggi “c’è una visione”.
Nella “pandemia abbiamo operato per la comunità nazionale” e per questo “parliamo a testa alta”
“In questi mesi drammatici” della pandemia da Covid “questa maggioranza ha dimostrato grande responsabilità, raggiungendo convergenza di vedute, risolutezza di azione anche nei momenti più difficili”.
“Agli inizi 2020” il progetto del governo si è dovuto “misurare con la pandemia che ha sconvolto in profondità la società e la dinamica stessa delle nostre relazioni. Affrontiamo una sfida di portata epocale, si vivono paure primordiali, più spesso conosciute da generazioni del passato. Torniamo a sentirci profondamente fragili, alcune certezze radicate sono state poste in discussione. Ci siamo misurati quotidianamente come mai in passato con scienza e tecniche, con la difficoltà a fornire risposte efficaci e rapide. Primi in occidente siamo stati costretti a introdurre misure restrittive dei diritti della persona, operando delicatissimi bilanciamenti dei principi costituzionali”.
”Abbiamo coltivato un serrato dialogo” con tutti “gli interlocutori istituzionali nella consapevolezza che solo con la leale collaborazione sarebbe stato possibile elaborare strategia di intervento efficaci. L’esperienza della pandemia ha rafforzato nelle forze politiche che con lealtà sono nel governo la consapevolezza del dialogo”.
“Ciascuno esprimerà le proprie valutazioni”
E, soprattutto, Conte ha difeso l’operato del governo: “Abbiamo operato sempre scelte migliori? Ciascuno esprimerà le proprie valutazioni. Per parte mia posso dire che il governo ha operato con massimo scrupolo e attenzione per i delicati bilanciamenti anche costituzionali. Se io oggi posso parlare a nome di tutto il governo a testa alta non è per l’arroganza di chi ritiene di non aver commesso errori ma è per la consapevolezza di chi ha operato con tutte le energie fisiche e psichiche per la comunità nazionale. Alcuni hanno intimato che la pandemia ha prodotto l’effetto di oscurare, schiacciare la politica. Il dialogo tra politica e scienza si è infittito, ma mai come in questo periodo la politica è stata chiamata ad assolvere la sua missione, con le scelte per bene comune, alcune delle quali tragiche”.
Scelte “politiche” quindi. “E’ stata politica la scelta di tutelare in via prioritaria la salute, perché solo tutelando quel bene primario si può preservare anche il tessuto produttivo del Paese. Tutta politica è stata la scelta di destinare ingenti risorse, più di cento miliardi di euro, a sostegno di lavoratori, imprese, categorie fragili, con ristori proporzionati. Questi interventi ci hanno permesso di erigere la cintura necessaria di protezione, apprezzata da economisti come Krugman. Politica è stata la scelta di accompagnare le misure emergenziali con interventi strutturali. Anche nei momenti più complessi dell’emergenza non abbiamo mai rinunciato a porre le basi del rilancio del Paese, pur con le debolezze strutturali” del Paese.
“Noi abbiamo da subito raccolto la sfida di trasformare le difficoltà in opportunità”. E, ha ricordato, che in questo senso “l’assegno unico mensile si colloca in una cornice di interventi volti ad alleggerire il peso fiscale sulle famiglie”. E ha quindi annunciato che da “luglio” sarà introdotto “l’assegno unico mensile” per famiglie “con figli sotto i 21 anni”.
Con il “Recovery abbiamo impresso una svolta irreversibile alla politica europea”
“Politica è stata la determinazione con cui il governo ha chiesto all’Unione europea”, nel segno dell’europeismo, “di farsi promotrice”, nella pandemia, “di politiche espansive, con debito comune orientato al raggiungimento di strategie condivise. Lo storico accordo su Next generation Eu ha impresso alla politica europea una svolta irreversibile inaugurando un nuovo corso in grado di cambiare i paradigmi delle politiche economiche e il volto stesso dell’Ue”.
