Anche Angela Merkel propone la chiusura di bar, ristoranti, centri sportivi, teatri e cinema.
Il coprifuoco non è più sufficiente contro il coronavirus che continua a dilagare e alcuni Paesi in Europa, dalla Francia alla Germania, si preparano al lockdown nazionale o a chiusure regionali.
Un tentativo di frenare la seconda ondata che sta colpendo il Vecchio Continente, con l’Oms che segnala un allarmante aumento del 40% delle vittime di Covid-19 rispetto alla settimana precedente.
Lockdown nel mondo – La Francia attende l’annuncio di Macron
Il primo Paese europeo a tornare in lockdown, dopo l’Irlanda, potrebbe essere la Francia. Il governo francese, dopo il fallimento del coprifuoco decretato due settimane fa, prevede un confinamento a livello nazionale per un mese a partire dalla mezzanotte di giovedì, secondo quanto riferito dall’emittente BFM-TV alla vigilia di un discorso alla nazione del presidente Emmanuel Macron.
L’emittente ha precisato che il lockdown sarà più flessibile rispetto a quello della primavera scorsa, ma il ministro dell’Interno, Ge’rald Darmanin, ha parlato di misure “difficili” per i francesi. L’annuncio ufficiale dovrebbe arrivare oggi alle 20.
Secondo il ministro dei Conti pubblici, Olivier Dussopt, un lockdown nazionale totale in Francia costerebbe dai 2 ai 2,5% punti percentuali di Pil al mese. “Quando l’attività si ferma per un mese intero, il costo è tra 2 e 2,5 punti di Pil che perdiamo. Sono più di 10 miliardi di euro di spesa per interventi e sono almeno 10 miliardi di euro di mancate entrate fiscali”, ha spiegato il ministro a Radio Sud.
Se si dovesse arrivare a un lockdown totale, il governo rafforzerebbe ulteriormente il sostegno alle aziende più colpite, ha assicurato Dussopt: “Stiamo preparando le misure che saranno necessarie per sostenere l’economia indipendentemente dalle misure prese”. Ciò porterebbe il governo a peggiorare le sue previsioni economiche per il 2020. Attualmente conta su una recessione del 10% e un deficit pubblico di oltre il 10,2%.
Germania, lockdown light? La proposta della Merkel
Intanto la Germania sfiora i 15mila nuovi contagi giornalieri. È il record assoluto dall’inizio della pandemia. Stando ai dati del Robert Koch Institut, il centro epidemiologico tedesco, in 24 ore sono state registrate 14.964 nuove infezioni e 27 decessi. Ieri i casi erano 11.409, portando il numero complessivo a 449.275.
Un lockdown light a partire dal 4 novembre e per tutto il mese valido per l’intero territorio potrebbe essere il nuovo provvedimento per frenare la pandemia in Germania: è questa la proposta contenuta nel documento che oggi la cancelliera Angela Merkel sottoporrà alla riunione con i governatori dei Land.
Nella bozza del testo, anticipato da diversi media, ci sarebbe la riduzione dei contatti tra i cittadini tedeschi “ad un minimo assolutamente necessario”. Tra le misure previste anche la chiusura di teatri, cinema, piscine, palestre, bar, ristoranti, discoteche, birrerie, club e fiere.
Inoltre, gli assembramenti all’aperto saranno permessi solo alle persone di due singoli nuclei familiari. “Inaccettabili”, invece, i gruppi di persone in festa sia in luoghi pubblici che nelle abitazioni e in strutture private. Nella gastronomia rimangono permessi i servizi di delivery e asporto. Pernottamenti in albergo saranno permessi solo per motivi urgenti. In generale, il governo si appella ai cittadini affinché rinuncino a viaggi e visite ai parenti, sia nel Paese che per gite di un giorno all’estero.
Rimangono aperte, stando alla bozza che verrà discussa oggi, le scuole, gli asili e i parrucchieri, così come continua la vendita al dettaglio.
In Spagna chiusure regionali
Chiusure sono previste anche in Spagna, ma per il momento soltanto a livello regionale. Lo stato d’emergenza varato dal premier Pedro Sanchez qualche giorno fa ha dato la libertà alle regioni di chiudere i propri confini se necessario. Pare che a questo stiano pensando Andalusia, Madrid e Castilla y León che hanno già chiesto un parere ai loro comitati tecnico-scientifici in vista del ponte di Ognissanti.
Il presidente dell’Andalusia, Juan Manuel Moreno, ha ammesso in un’intervista a Cadena Cope di essere “molto pessimista sulla possibilità di mantenere aperta la regione questo fine settimana”. “Il numero di ricoverati e di terapie intensive ci fa pensare che non sia il momento giusto per autorizzare flussi di persone che entrano e escono dalla regione”, ha detto.
