“Siamo arrivati in ritardo con le autorizzazioni, siamo stati troppo ottimisti sulla produzione di massa, e forse siamo stati un po’ troppo sicuri sul fatto che le quantità ordinate sarebbero state consegnate in tempo utile. Dovremmo chiederci perché è successo e quali insegnamenti trarne”.
Il mea culpa della presidente della Commissione europea, Ursula Von der Leyen, arriva durante la pleanaria dell’Eurocamera, durante cui ha accolto con entusiasmo l’approvazione del Recovery fund da parte del Parlamento europeo, e ha insistito sulla volontà di raggiungere “l’obiettivo di immunizzare il 70%” della popolazione europea “entro l’estate”.
Von der Leyen ha lanciato l’allarme sulla scarsità degli ingredienti per la produzione dei vaccini, sollecitando ad un aumento della “capacità di ricerca e la produzione, rafforzando anche la collaborazione pubblico-privato”.
Poi, ha tracciato “la seconda sfida: uno ei rallentamenti nella produzione riguarda alcune molecole sintetiche. Se avessimo 250 grammi in più di queste molecole, ci dicono le aziende, che potrebbero produrre un milione di dosi in più. Per questo è necessario un maggiore coordinamento nella fornitura degli ingredienti fondamentali. Dobbiamo aumentare la capacità di ricerca e la produzione, e rafforzare la collaborazione pubblico-privato”.
Comprendere gli errori per cercare di non ripeterli, quindi, soprattutto per quel che riguarda la produzione, a sentire le parole della presidente della Ce.
“Eravamo, giustamente, tutti molto concentrati sullo sviluppo del vaccino. Ma nel complesso abbiamo sottovalutato la difficoltà della produzione di massa. Normalmente ci vogliono dai cinque ai dieci anni per produrre un nuovo vaccino. Lo abbiamo fatto in dieci mesi. E’ un grande risultato scientifico, dovremmo esserne orgogliosi. Ma in un certo senso, la scienza ha superato l’industria. La produzione di nuovi vaccini è un processo molto complesso. Semplicemente non è possibile creare un sito di produzione dall’oggi al domani. Inoltre, questi vaccini hanno fino a 400 componenti e la produzione coinvolge fino a 100 aziende. Questo è il motivo per cui abbiamo creato una task force per aumentare la produzione industriale di vaccini, sotto l’autorità di Thierry Breton, il nostro Commissario responsabile per il mercato interno. L’obiettivo è individuare i problemi e aiutare a risolverli. L’industria deve stare al passo con la scienza”, ha annunciato.
“L’industria deve corrispondere al ritmo rivoluzionario della scienza. Comprendiamo perfettamente che sorgeranno difficoltà nella produzione di massa di vaccini. Ma l’Europa ha investito in anticipo miliardi di euro di capacità. E abbiamo esortato gli Stati membri a pianificare la somministrazione del vaccino. Quindi tutti abbiamo bisogno di prevedibilità”.
Proprio sui singoli Stati, Von der Leyen si sofferma per analizzare come sta andando la campagna di vaccinazione, con un particolare plauso per il nostro Paese: “In Polonia, il 94% del personale sanitario, e l′80% degli ospiti delle case di riposo sono stati vaccinati. In Danimarca per le case di riposo siamo al 93%, in Italia oltre il 4% della popolazione è stato vaccinato. Questi tre esempi mostrano che la campagna di vaccinazione in Europa ha preso velocità”.
La Commissione, inoltre, aveva inserito l’Irlanda del Nord tra i Paesi soggetti al meccanismo di Trasparenza per il trasferimento dei vaccini, ricreando di fatto il confine con il resto del Paese. Una decisione che la presidente ha definito “un errore di cui sono molto rammaricata, ma alla fine abbiamo rimediato e la mia Commissione farà di tutto per proteggere la pace dell’Irlanda del Nord come ha fatto nell’intero processo di Brexit”.
Dalla prossima settimana, inoltre, si inizierà il lavoro Hera “lanciando la nostra agenda di preparazione contro nuove varianti”. “Quasi ogni giorno”, ha continuato Von der Leyen, “sentiamo notizie di diverse varianti e di quanto siano contagiose.
